In 1982, world governments agreed to a moratorium on whaling because most had been hunted to the brink of extinction. Five years later whaling had all but come to a halt--sorta. Japan kept the practice by exploiting a loophole which allowed for "scientific research." The result: over a thousand whales killed each year around Antarctica.

But a secret meeting in Florida could soon change all of this.

It allows Japan to whale off its own coast. In return, they would scale back all hunting in the Antarctic. If a deal is struck, it'll be handed off to the International Whaling Commission in June for approval.

There's talk that Iceland and Norway might also scale back their "scientific" whaling. This agreement would give other countries license to whale off their costal waters. In fact, would make one of the biggest international victories for conservationists null and void. And in the end, it could lead to a revival of officially sanctioned whaling.
