Gee would it have anything to do with the fact that isp's control the pipeline and the faucet? Want more speed? Well, pay us 99.99 a month for our top speed! It's bullshit. What people in general don't understand is that this throttling of speed acts as an inhibitor to information and perpetuates the haves/have nots syndrome with regards to access. Until our gov't steps in and decides to lay down the law and say "you cannot throttle speed" we will continue to see more and more lagging behind other countries.
